Noel Treat

Noel serves as Director of Human Resources at the University of Montana Foundation, where he is dedicated to supporting employees and advancing the organization’s mission.
He brings more than 25 years of experience in leadership and legal roles across school districts, local government and private practice. Prior to joining the Foundation, Noel held several senior positions with Seattle Public Schools, including Chief Human Resources Officer, Deputy Superintendent and General Counsel. His career also includes service as a city manager, chief of staff, city attorney and senior civil deputy prosecuting attorney. In his legal practice, Noel provides general counsel to public agencies and leads complex workplace investigations.
He earned his Juris Doctor from the University of Arizona College of Law and holds a bachelor’s degree from Colorado College.
Outside of work, Noel enjoys spending time with his family and dogs and fly fishing local waters.
